Federal Aviation Administration Safety Data Analyst in Washington, District Of Columbia

Summary Due to the Pandemic, and individual states with different phases of reopening, the selectee’s report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is safe to relocate. Responsibilities This position is located in the Air Traffic Organization (ATO), Safety and Technical Training, Policy & Performance Directorate, Safety Analysis Group, Safety Data Team (AJI-3320). The Safety Analysis Group is responsible for managing the development of safety performance targets, automated tools, and data integration efforts in support of the risk identification, assessment, and mitigation efforts.As a Safety Data Analyst, applies knowledge of analytical and evaluative techniques to conduct functional activities for projects/ programs that often require the development of new and innovative approaches. As a recognized subject matter expert in data transformations, data cleansing and data profiling, provides leadership for highly complex and challenging activities under the minimal direction of the team manager. This work is critical to the development of a viable and secure infrastructure to identify, track and monitor emerging trends or risk in the National Airspace System (NAS).As an expert user of Business Intelligence (BI) products, develops new and innovative approaches, methodologies, and/or techniques to define and direct challenging projects/programs/activities. Applies skill collecting data using Business Intelligence (BI) tools and other application software such as SAP Business Objects to collect, analyze, and transform data into actionable information. Provides management with data-driven business insights to enhance decision making. Applies experience analyzing and evaluating NAS technical and air traffic operations and functions to review and analyze amassed data. Creates reports, dashboards and data visualization for improved decision making and to increase operational efficiency. Analyzes, identifies and documents functional requirements for use in developing technical requirements to ensure successful completion of the project(s). Provides analytical and evaluative support for site preparation, training and post implementation user support. Works as a business liaison and project manager for the development of applications, integrating business with technical requirements. Identifies and resolves challenging problems or issues that often cross- organizational boundaries and impact on the accomplishment of strategic objectives. As a Safety Data expert, may lead ad hoc teams in the performance of complex analytical studies to develop tools to support integration efforts. Analyzes and evaluates aviation industry automated data-collection programs, such as the Risk Analysis Process (RAP) tools, and/ or Web Intelligence to develop and integrate new innovative automated systems and reporting solutions. Analyzes statistical data to identify and validate trends and develops reports based on findings. Performs predictive and prescriptive analysis to develop and recommend approaches to address current and anticipated problems and issues. Utilizes complex software applications, such asBusiness Objects, SAP Data Services and at times SQL, to retrieve and analyze system data, identify issues and recommend improvements to information systems. Uses Microsoft Office Professional suite, SharePoint, and other technological media to create and analyze reports as well as to validate data.Contacts are internal and external and include representatives from other ATO service units, program offices, stakeholders, planners and contractors. Often represents AJI as a principal point of contact to provide advice and guidance on the applications of policies and procedures. Formulates and recommends to senior management positions on major projects/ policies/issues. Prepares, reviews, and recommends approvals of major reports and inquiries from the National Transportation Safety Board (NTSB), General Accountability Office (GAO), the Department of Transportation (DOT) and Congressional representatives. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences.
